### 1. Substance of the Act
\nThis Order of the Cabinet of Ministers of Ukraine regulates the issues of funding humanitarian demining activities on the territory of Ukraine in 2026. The document provides for the redistribution of funds from the special account opened with the National Bank, as well as the balances of budget funds from the previous year. Financial resources are allocated to the procurement of specialized machinery, repair of demining equipment, and direct clearance of contaminated forest areas. The Act directly coordinates the interaction between key state bodies in the field of civil protection and security.<\/p>\n
### 2. Structure of the Act, Main Provisions, and Amendments
\nThe Order has a clear and concise structure consisting of 6 paragraphs:
\n* **Paragraphs 1\u20133** determine specific amounts, targeted purposes, and recipients of funds (the Ministry of Internal Affairs for the State Emergency Service, the Ministry of Defense for the State Special Transport Service, and the Secretariat of the Cabinet of Ministers of Ukraine for the Humanitarian Demining Center).
\n* **Paragraphs 4\u20135** regulate procedural matters: the transfer of funds by the Ministry of Economy, the Ministry of Environmental Protection and Natural Resources, and the Ministry of Agrarian Policy and Food, and the making of amendments to the state budget schedule by the Ministry of Finance.

**Amendments compared to previous versions:** The Act is not a classic regulatory document that amends codes; however, it directly adjusts the use of the balances of funds allocated in 2025 under CMU Orders No. 1070 and No. 1469. Instead of returning these funds to the general budget, the Government redirects them to similar purposes in 2026, ensuring the continuity of funding for the defense and security sector.<\/p>\n
### 3. Key Provisions for Practical Application
\nFor the practical implementation of the Order, the following provisions are the most important:
\n* **Targeted purpose of funds:**
\n * For the State Emergency Service (through the Ministry of Internal Affairs), UAH 25.825 thousand and a balance of UAH 25,074.175 thousand are allocated for the procurement of three truck tractors (6 \u00d7 4) and three semi-trailers (low-loaders) for the transportation of demining machines.
\n * For the State Special Transport Service (through the Ministry of Defense), a balance of UAH 18,800 thousand is directed for the procurement of spare parts and consumables for the repair of mechanized demining machines.
\n * For the budgetary institution “Humanitarian Demining Center”, UAH 27.887 thousand is allocated for the procurement of services for the demining of 58.6 hectares of forest in Chernihiv Oblast.
\n* **Implementing entities:** The Ministry of Internal Affairs and the Secretariat of the Cabinet of Ministers of Ukraine are designated as the chief spenders of funds, while the State Emergency Service, the State Special Transport Service, and the Humanitarian Demining Center are the direct implementers.
\n* **Control and reporting:** A strict reporting deadline has been established\u2014the implementers are obliged to submit reports on the use of funds to the Ministry of Economy at least once a week in accordance with the approved form.<\/p>\n
