Substance of the Act<br \/>\nThis Resolution of the Cabinet of Ministers of Ukraine updates the unified state list of bodies authorized to establish building codes in various sectors of the economy and defense. The document approves a new version of the respective list, clearly delineating the areas of responsibility between ministries and agencies. In effect, the act determines which specific state body is responsible for the development and approval of design and construction rules for specific types of facilities\u2014ranging from residential buildings to military bases.<\/p>\n<p>### 2. Structure of the Act and Changes Compared to Previous Versions<br \/>\nThe legal structure of the document is concise: it consists of a single operative paragraph on introducing amendments and an annex containing a completely new version of the &#8220;List of Entities of Standardization in Construction.&#8221; <\/p>\n<p>The main change compared to the previous version of the CMU Resolution No. 438 of 2021 consists in updating and clearly assigning the areas of standardization to eight key entities. The new version details the objects of standardization for each agency, which eliminates potential duplication of authority between different ministries.<\/p>\n<p>### 3. Key Provisions Important for Practical Application<br \/>\nFor the practical activities of developers, designers, and lawyers in the field of urban planning, the established allocation of competence is of key importance:<\/p>\n<p>*   **Ministry of Development** remains the primary body for general civil construction: spatial planning, residential development, road infrastructure, transport, and general requirements for design documentation.<br \/>\n*   **Ministry of Defense** solely defines standards for general military and special-purpose facilities of the Armed Forces and defense industry enterprises.<br \/>\n*   **Ministry of Internal Affairs** is responsible for standardization in the field of fire and technogenic safety, civil protection, as well as for facilities of state border guard and detention of persons.<br \/>\n*   **Ministry of Energy, Ministry of Economy, and Ministry of Digital Transformation** control building codes for energy facilities (including nuclear), agriculture\/water management systems, and electronic communication networks, respectively.<br \/>\n*   **Ministry of Justice and the Administration of the State Service for Special Communications and Information Protection** perform standardization for penitentiary institutions and special communications facilities.<\/p>\n<p>This allocation allows for a clear determination of whose jurisdiction covers the development of technical regulations and state building codes (DBN) for any specific construction project in Ukraine.<\/p>\n<p><a href=\"https:\/\/zakon.rada.gov.ua\/go\/705-2026-%D0%BF\"><strong>Full text by link<\/strong><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>**** ### 1.
