Substance of the Act<br \/>\nThis Resolution of the Cabinet of Ministers of Ukraine systematically updates the mechanism for the social and professional adaptation of war veterans, discharged military personnel, and their family members. The document expands opportunities for obtaining education, in particular higher education, and starting one&#8217;s own business at public expense. The resolution also details the procedure for submitting documents, making it more digitized and convenient for veterans. The primary objective of these changes is to enhance the competitiveness of veterans in the labor market and facilitate their transition to civilian life.<\/p>\n<p>### 2. Structure of the Act, Key Provisions and Amendments<br \/>\nThe Resolution consists of nine paragraphs, which introduce amendments to the basic Procedure and Conditions approved by Resolution of the CMU No. 432. <\/p>\n<p>**Key changes compared to previous versions:**<br \/>\n*   **New areas of adaptation:** Training and retraining to obtain the second (Master&#8217;s) and third (educational-scientific) levels of higher education, as well as training in conducting entrepreneurial activity, are now permitted.<br \/>\n*   **Financial limits:** Maximum costs of services have been established. For business training \u2014 up to 10 subsistence minimums for able-bodied persons; for validation of qualifications \u2014 up to 3 subsistence minimums.<br \/>\n*   **Restrictions on repeat participation:** Repeat adaptation is possible no earlier than 3 years after the completion of previous training (this restriction does not apply to persons with disabilities).<br \/>\n*   **Alignment with the labor market:** Professional training must now strictly correspond to the needs of the labor market, as confirmed by employment centers or letters of guarantee from employers.<\/p>\n<p>### 3. Key Provisions for Practical Application<br \/>\nFor veterans and lawyers working with this act, the following practical points are key:<\/p>\n<p>1.  **Flexibility in submitting applications:** An application for adaptation can be submitted in person (in paper form) or remotely (by email). An application may be submitted not only to the local social protection authority at the place of residence but also to any employment center, which is obliged to independently forward the documents to the competent authority within 3 working days.<br \/>\n2.  **Condition for future entrepreneurs:** If a veteran chooses a business course, they must either already be registered as an individual entrepreneur (FOP) or provide a written undertaking to register as an individual entrepreneur (FOP) within 6 months after completing the training.<br \/>\n3.  **The &#8220;leaving the application without action&#8221; procedure:** A civilized mechanism for correcting errors has been introduced. If there are deficiencies in the application, the social protection authority does not have the right to immediately reject it \u2014 it is obliged to leave the application without action, grant the applicant time to correct the errors, and explain in detail how to do so.<br \/>\n4.  **Budgetary regulation:** The Ministry of Veterans Affairs sets limits on the number of service recipients in accordance with the available budget.
