Substance of the Act**<br \/>\nThis Order of the Ministry of Internal Affairs of Ukraine introduces systemic amendments to the list of officer positions in the National Guard of Ukraine and their corresponding maximum military ranks. The primary substance of the document lies in the institutionalization of the veteran support area directly within the structure of the National Guard. Instead of general command assistant positions, specialized positions of assistants for veteran policy are introduced at all levels of military command. This establishes a legal framework for providing professional support to active-duty service members and veterans discharged to the reserve directly within military units and institutions.<\/p>\n<p>**2. Structure of the Act and Changes Compared to Previous Versions**<br \/>\nStructurally, this regulatory legal act consists of the text of the order and an annex containing 10 items of specific amendments to the sections of the basic List of Positions approved by Order of the Ministry of Internal Affairs No. 709. The amendments cover practically the entire chain of command of the National Guard of Ukraine\u2014from the Main Military Command Body to separate battalions, training centers, and higher military educational institutions. Compared to the previous version of the List, the main change lies in the exclusion of general positions of &#8220;assistants&#8221; to the heads of the respective levels and the introduction instead of specialized positions of &#8220;assistants for veteran policy,&#8221; with the definition of their status and maximum military ranks.<\/p>\n<p>**3. Key Provisions for Practical Application**<br \/>\nFor the practical application of this act, the most important provisions are as follows:<br \/>\n*   **Introduction of the position at all command levels:** the position of assistant for veteran policy is established at the level of the Commander of the NGU, heads of territorial administrations, commanders of corps, brigades, regiments, battalions (including separate ones), as well as heads of international, training, and special centers.<br \/>\n*   **Coverage of the educational sector:** similar positions of assistants for veteran policy are introduced in higher military educational institutions\u2014the Academy and the Institute of the NGU.<br \/>\n*   **Maximum military ranks:** for each of the new positions, maximum officer ranks are clearly defined (for example, for the assistant to the head of the academy for veteran policy, the maximum rank of &#8220;lieutenant colonel, colonel&#8221; is established).
