**1. Substance of the Act**
\nThis Order introduces targeted yet fundamental amendments to the procedure for reforming and vetting personnel in the Bureau of Economic Security of Ukraine (BES). The document clearly regulates the sequence of stages for conducting the one-time attestation of the agency’s employees. In particular, it establishes a new timeline marker for initiating the assessment of rank-and-file and other personnel of the BES. Now, their attestation can only commence after the attestation commission officially announces the results of the general ability testing of the management staff of both the central apparatus and regional offices.<\/p>\n
**2. Structure of the Act, Main Provisions and Amendments**
\nStructurally, this Order is a concise document consisting of four operative clauses and containing an endorsement of approval by the Ukrainian Parliament Commissioner for Human Rights.
\n* **The main amendment** is made to paragraph three of clause 1 of Section II of the current Procedure for the Organization and Conduct of One-Time Attestation of BES Employees (approved by BES Order No. 274 dated December 30, 2025).
\n* **Compared to the previous version**, the new wording establishes a clear dependence: the commencement of attestation for other categories of BES employees is now strictly synchronized with the completion of the first stage of the management’s assessment. **3. Main Provisions Important for Practical Use**
\nFor practical application and monitoring of the attestation procedure, the following points are key:
\n* **The principle of sequence (“managers first, then subordinates”):** The attestation of other BES employees cannot begin earlier than the attestation commission announces the results of the general ability level testing of the management team.
\n* **Defined scope of managerial positions:** The trigger for commencing the next stage is specifically the announcement of the testing results of the heads of units of the BES central apparatus, heads of BES territorial offices, as well as their deputies.
\n* **Entry into force:** The Order enters into force on the day of its official publication (following its registration with the Ministry of Justice, which took place on May 18, 2026), making this procedural requirement mandatory for all subsequent stages of the BES personnel assessment.<\/p>\n
