This resolution of the Cabinet of Ministers of Ukraine introduces changes to two previous resolutions concerning the financing and support of the sphere of culture and arts. The changes are aimed at clarifying the powers and expanding the capabilities of the State Film Agency of Ukraine (Derzhkino) in the use of budget funds. In fact, Derzhkino receives more opportunities to finance activities and develop cultural institutions.<\/p>\n
Structurally, the resolution introduces changes to the list of activities in the field of culture and arts, the expenditures for which are carried out from the state budget (resolution No. 1557), and to the Procedure for using funds for the development of institutions of national importance (resolution No. 91). The changes concern the replacement of the word “Mincultury” with “Mincultu” and the addition of Derzhkino to the list of bodies responsible for certain areas of budget funds use. Also, restrictions on the criteria for determining recipients of budget funds for enterprises belonging to the sphere of management of Derzhkino are removed.<\/p>\n
The most important provision is the expansion of Derzhkino’s capabilities in the use of budget funds to support cinematography and develop relevant institutions. This may include financing film festivals, film production, supporting film studios and other measures aimed at the development of Ukrainian cinema.<\/p>\n
