These prices are used for internal calculations and accounting within the NBU. It is important to understand that accounting prices are not market prices at which bank metals can actually be bought or sold.<\/p>\n<h5>Notification of the National Bank of Ukraine on the Official Exchange Rate of the Hryvnia<\/h5>\n<p>The National Bank of Ukraine daily sets the official exchange rate of the hryvnia against foreign currencies and SDRs. These rates are used for accounting purposes, NBU transactions with the State Treasury Service of Ukraine, and in other cases stipulated by law. It should be remembered that the official exchange rate may differ from the market rate and is used in specific cases defined by law.<\/p>\n<h5>Decree of the President of Ukraine on the Extension of Martial Law<\/h5>\n<p>The President of Ukraine issued a decree extending the period of martial law for 90 days, starting from 05:30 on May 4, 2026. The Ministry of Foreign Affairs of Ukraine must inform international organizations about this extension and the related restrictions on the rights and freedoms of citizens. The extension of martial law entails restrictions on certain rights and freedoms, the possibility of imposing a curfew, and other measures provided for by the Law of Ukraine &#8220;On the Legal Regime of Martial Law.&#8221; It is important to note that the Decree enters into force only after its approval by the Verkhovna Rada of Ukraine.<\/p>\n<h5>Order of the Cabinet of Ministers of Ukraine on the Distribution of Profits of PJSC &#8220;Centrenergo&#8221;<\/h5>\n<p>The Cabinet of Ministers of Ukraine has determined the procedure for the distribution of profits of PJSC &#8220;Centrenergo&#8221; for 2025. According to the order, 30% of net profit must be paid as dividends to the state budget, and 45% remains at the disposal of the company for the restoration of property damaged as a result of the armed aggression of the Russian Federation. PJSC &#8220;Centrenergo&#8221; should take into account the established percentages of profit distribution when planning financial activities. State authorities need to monitor the receipt of dividends to the budget and the targeted use of funds left at the enterprise for property restoration.<\/p>\n<h5>Resolution of the Cabinet of Ministers of Ukraine on the Peculiarities of Determining the Cost of Construction under Martial Law<\/h5>\n<p>The Cabinet of Ministers of Ukraine has amended the resolution regulating the specifics of determining the cost of construction under martial law. The changes concern new construction, reconstruction, major repairs, as well as current average repairs, current repairs, and operational maintenance of public roads. The procedure for analyzing prices for material resources has been clarified, a database of prices in construction has been introduced, the amount of estimated wages has been determined and the procedure for its compensation has been established, as well as requirements for uploading information to the Unified State Electronic System in the field of construction.<\/p>\n<h5>Decision of the National Securities and Stock Market Commission Regarding a Controlled Service<\/h5>\n<p>The NSSMC has amended the Procedure for Conducting a Controlled Service, excluding the factor of &#8220;deterioration of health&#8221; from the list of circumstances to be taken into account during its conduct. The changes relate exclusively to paragraph 18 of Section III of the Procedure for Conducting a Controlled Service of the NSSMC. The decision comes into force simultaneously with the decision of March 25, 2026, which approved the Procedure, but no earlier than the day following the day of its official publication.<\/p>\n<h5>Decision of the National Securities and Stock Market Commission on Approval of the Procedure for Conducting a Controlled Service<\/h5>\n<p>The NSSMC has approved the procedure for conducting a controlled service, which is a tool for monitoring the provision of services in the capital markets and organized commodity markets. A controlled service is conducted only during an inspection or investigation based on a resolution of an authorized person of the Commission. During the conduct of a controlled service, the controller must ensure the complete reliability, continuity, and documentary confirmation of all his\/her actions, and in case of detection of signs of an offense, immediately inform the authorized person of the NSSMC.<\/p>\n<h3><strong>Review of each of legal acts published today:<\/strong><\/h3>\n<p>### **On the Accounting Price of Banking Metals**<\/p>\n<p>This is a notification from the National Bank of Ukraine regarding the accounting prices for banking metals, established as of April 30, 2026. It contains information about the prices for gold, silver, platinum, and palladium in hryvnias per troy ounce. These prices are accounting prices, meaning they are used for internal calculations and accounting purposes, and do not obligate the NBU to buy or sell these metals at the stated prices.<\/p>\n<p>The structure of the notification is simple: a table with codes, names of metals, and their accounting prices.
