Employers can &#8220;double&#8221; count persons with disabilities of the first group or the second group with visual impairments or mental disorders. A list of positions that are not taken into account when calculating the quota has also been determined.<\/p>\n<h3>Recommendations on Attracting &#8220;Barrier-Free Ambassadors&#8221;<\/h3>\n<p>Recommendations on attracting &#8220;barrier-free ambassadors&#8221; to support the implementation of the National Strategy for Creating a Barrier-Free Space in Ukraine have been approved. The criteria for ambassadors, their tasks, principles of engagement, and forms of cooperation with government bodies have been defined. Coordination of work will be carried out through a national coordinator and coordinators in interested bodies.<\/p>\n<h3>Procedure for Conducting Inspections in the Capital Markets<\/h3>\n<p>The NSSMC has approved a new procedure for conducting inspections in the capital markets and organized commodity markets. The procedures, rights, and obligations of participants in the inspection process have been determined. The new procedure provides for changes regarding the grounds for conducting unscheduled inspections, rights, and obligations of participants.<\/p>\n<h3>Grant Agreement between Ukraine and the IBRD and MAP<\/h3>\n<p>Ukraine and the International Bank for Reconstruction and Development (IBRD) have entered into a grant agreement for the eighth additional financing of the project &#8220;Supporting Public Expenditures to Ensure Sustainable Public Administration in Ukraine.&#8221; The grant amount is 200 million US dollars and is intended to support the payment of salaries to public sector employees, pension payments, and social assistance programs.<\/p>\n<h3>Amendments to the List of Food Products and Feed Subject to Enhanced Control<\/h3>\n<p>Amendments have been made to the list of food products and feed of non-animal origin that are subject to enhanced state control when imported into the customs territory of Ukraine. The updated list contains information on specific goods from certain countries that are subject to enhanced control, as well as a list of hazardous factors that need to be considered when carrying out control.<\/p>\n<h3>Changes to the System of Remuneration of Employees of Institutions of the Ministry of Internal Affairs and the National Guard of Ukraine<\/h3>\n<p>The terms of remuneration of employees of institutions and establishments belonging to the sphere of management of the Ministry of Internal Affairs, as well as in military units of the National Guard of Ukraine, have been updated. The amounts of official salaries and tariff scales for these employees have been changed. Heads of institutions have the right to establish allowances, surcharges, and bonuses within the approved salary fund.<\/p>\n<h3>Decision of the ECHR in the case of &#8220;Babenko v. Ukraine&#8221;<\/h3>\n<p>The European Court of Human Rights found a violation of the procedural aspect of Article 3 of the Convention on the Prohibition of Torture due to an inadequate investigation of the applicant&#8217;s complaints of ill-treatment by the police. A violation of the right to a fair trial and the right to an effective remedy due to the length of the criminal proceedings was also found.<\/p>\n<h3>Decision of the ECHR in the case of &#8220;Odarenko v. Ukraine&#8221;<\/h3>\n<p>The European Court of Human Rights found a violation of Article 3 of the Convention in the substantive and procedural aspects, as well as a violation of the right to a fair trial. It determines the value of one troy ounce of gold, silver, platinum, and palladium in hryvnias. These prices are used for accounting purposes and do not obligate the NBU to buy or sell these metals at the stated prices.<\/p>\n<p>The structure of the announcement is simple: it contains a table with codes (numeric and alphabetic), the number of troy ounces, the name of the banking metal, and its accounting price in hryvnias.<\/p>\n<p>Key provisions important for use:<\/p>\n<p>*   Accounting prices are set by the NBU for a specific date.<br \/>\n*   Prices are quoted per troy ounce of each metal.<br \/>\n*   The NBU is not obligated to conduct purchase and sale transactions at these prices.<br \/>\n*   The information can be used for financial accounting, analysis of the metals market, and other economic purposes.<\/p>\n<p>### **On the official exchange rate of the hryvnia against foreign currencies**<\/p>\n<p>This document is an official announcement of the National Bank of Ukraine (NBU) on the establishment of the official exchange rate of the hryvnia against foreign currencies and SDRs (special drawing rights) for a specific date \u2013 April 17, 2026.<\/p>\n<p>The structure of the document is simple: it is a list of currencies and SDRs indicating their numeric and alphabetic codes, the number of currency\/SDR units, and the official exchange rate of the hryvnia against them.
