1. **Essence of changes:** This resolution introduces changes to the procedure for conscripting citizens for military service during mobilization, in particular, clarifies the procedure for granting deferrals and adds a new category of persons who are entitled to a deferral.<\/p>\n

\n * Amendments have been made to paragraph 57, which concerns the consideration of deferral issues by commissions.
\n * Paragraph 58 regarding the procedure for submitting an application for deferral through the ASC has been amended.
\n * A new paragraph 66-1 has been added, which defines the right to a deferral for 12 months for those liable for military service aged 18-25 who served under contract during martial law and were dismissed on certain grounds.
