Actual market prices may differ from accounting prices.<\/p>\n<p>National Bank of Ukraine Announcement on the Official Hryvnia Exchange Rate:<br \/>\nThe NBU daily sets the official hryvnia exchange rate against foreign currencies and SDRs (Special Drawing Rights). These rates are used for accounting and NBU operations with the State Treasury Service of Ukraine (DKSU). It appealed to the IOC to allow Ukrainian athletes to use such symbols and to overturn the decision to allow Russian and Belarusian athletes to participate in international competitions.<\/p>\n<p>Resolution of the Verkhovna Rada of Ukraine on Supporting Innovative Activities:<br \/>\nThe Verkhovna Rada of Ukraine adopted as a basis the draft law on support and development of innovation activities. Now, the Committee on Education, Science and Innovation will finalize this draft law, taking into account proposals and amendments, as well as the Committee&#8217;s opinion, and submit it to the Verkhovna Rada of Ukraine for consideration in the second reading.<\/p>\n<p>Resolution of the Verkhovna Rada of Ukraine on Amendments to the Session Agenda:<br \/>\nThe Verkhovna Rada of Ukraine included in the agenda of the fifteenth session two new draft laws concerning an appeal to international organizations regarding the policy of the Russian Federation aimed at creating dangerous living conditions for Ukrainians, and support for Ukrainian athlete Vladyslav Heraskevych.<\/p>\n<p>Resolution of the Central Election Commission on Recognizing a Person as Not Having Acquired the Mandate of a Deputy:<br \/>\nThe CEC recognized Kravets R.O. as not having acquired the mandate of a People&#8217;s Deputy, and Otradnova O.O. as elected as a People&#8217;s Deputy. This happened due to the failure of the elected deputy to comply with the requirements for submitting the necessary documents within the established timeframe.<\/p>\n<p>Resolution of the Verkhovna Rada of Ukraine on Supporting Sustainable Centralized Heat Supply:<br \/>\nThe Verkhovna Rada of Ukraine adopted as a basis the draft law aimed at supporting the development of efficient and sustainable centralized heat supply. The Committee on Energy and Housing and Communal Services will finalize the draft law and submit it for consideration in the second reading.<\/p>\n<p>Order of the Ministry of Health of Ukraine on Amendments to the List of Diseases Preventing Adoption:<br \/>\nThe Ministry of Health made technical changes to the list of diseases that are an obstacle to the adoption of a child, guardianship or the creation of a foster family. This concerns the clarification of references to regulatory acts in the preamble, correction of technical errors and inaccuracies in the list of diseases, in particular, in the sections on infectious diseases, mental disorders, neurological diseases and other diseases.<\/p>\n<p>Order of the Ministry of Economy, Environment and Agriculture of Ukraine on Amendments to Orders on Grant Issuance:<br \/>\nTechnical changes have been made to the previous order of the Ministry of Economy, Environment and Agriculture, namely to the amendments concerning the orders of the Ministry of Agrarian Policy and Food of Ukraine on the issuance of grants. The adjustments concern the names of ministries, websites and dates of registration of documents.<\/p>\n<p>Order of the Ministry of Health of Ukraine on Amendments to the Procedure for Providing Rehabilitation Assistance:<br \/>\nThe Ministry of Health made technical corrections to Order No. 1932 of December 22, 2025, which concerns changes to Annex 7 to the Procedure for Organizing the Provision of Rehabilitation Assistance on Rehabilitation Routes. The changes concern the clarification of references to regulatory acts in the preamble, correction of technical errors and inaccuracies in the list of diseases, in particular, in the sections on infectious diseases, mental disorders, neurological diseases and other diseases.<\/p>\n<p>Law of Ukraine on the Principles of State Housing Policy:<br \/>\nThe Law defines the principles of state housing policy aimed at ensuring the constitutional right of citizens to housing. It establishes the principles of formation and implementation of housing policy, and defines the powers of state authorities and local self-government in this area. The Law regulates relations related to the construction, acquisition, management and maintenance of housing.<\/p>\n<p>Order of the Ministry of Agrarian Policy and Food of Ukraine on Grants for Horticulture:<br \/>\nAmendments to the orders regarding the procedure for granting grants for the development of horticulture, berry growing, viticulture and greenhouse farming, which reassign the functions of granting grants from the Ministry of Agrarian Policy to the Ministry of Economy, Environment and Agriculture of Ukraine.<\/p>\n<p>Order of the Ministry of Finance of Ukraine on Tax Declaration:<br \/>\nThe Ministry of Finance of Ukraine has amended the form of the tax declaration on property status and income and instructions for completing it. The changes concern the expansion of the list of persons entitled to a tax credit, including combatants and persons with disabilities as a result of war.<\/p>\n<p>Order of the Ministry of Internal Affairs of Ukraine on the Qualification of Servicemen of the National Guard:<br \/>\nThe Ministry of Internal Affairs has amended the Instruction on the procedure for assigning, confirming, and downgrading qualifications to servicemen of the National Guard of Ukraine. The changes are aimed at bringing the regulatory legal act into compliance with current legislation, in particular, with the Resolution of the Cabinet of Ministers of Ukraine regarding the financial support of servicemen.<\/p>\n<p>Order of the Ministry of Health of Ukraine on the List of Diseases for Adoption:<br \/>\nThis order approves the list of diseases, disorders or conditions that are an obstacle to adoption, establishing guardianship\/custody of a child, creating a foster family or a family-type children&#8217;s home, providing patronage services or mentoring, as well as for cohabitation with a placed child. It defines the medical criteria by which doctors must make decisions regarding the ability of a person to perform the role of foster parents.<\/p>\n<p>Order of the Ministry of Health of Ukraine on Rehabilitation Assistance:<br \/>\nThe order makes clarifications to the functional assessment tool within the rehabilitation routes, in particular, detailing the criteria for assessing a patient&#8217;s personal hygiene. This is aimed at improving the quality and objectivity of assessing patients&#8217; needs for rehabilitation assistance.<\/p>\n<p>Order of the Ministry of Youth and Sports of Ukraine on the Electronic System of the Ukrainian Youth Fund:<br \/>\nThis order approves the Regulations on the electronic system of the Ukrainian Youth Fund. This system aims to ensure a transparent and efficient process of conducting competitions for youth projects, providing users with the opportunity to submit applications online, and experts to evaluate them.<\/p>\n<p>Decree of the President of Ukraine on Awarding the &#8220;Golden Heart&#8221; Distinction:<br \/>\nThe President of Ukraine awarded Halyna Andrushkov, head of the Uniters Foundation from Poland, with the &#8220;Golden Heart&#8221; distinction for her significant contribution to supporting Ukraine and volunteer activities during the state of war.<\/p>\n<h3><strong>Review of each of legal acts published today:<\/strong><\/h3>\n<p>### **Regarding the accounting price of banking metals**<\/p>\n<p>This announcement from the National Bank of Ukraine (NBU) establishes the accounting prices for banking metals as of February 13, 2026. It defines the value of one troy ounce of gold, silver, platinum, and palladium in hryvnias. These prices are used for accounting purposes and do not oblige the NBU to buy or sell these metals at the specified prices.<\/p>\n<p>The structure of the announcement is simple: it contains a table with codes (numeric and alphabetic), the number of troy ounces, the name of the banking metal, and its accounting price in hryvnias. Interested parties can contact the Committee on Education, Science and Innovation with proposals and amendments to the draft law.<\/p>\n<p><a href=\"https:\/\/zakon.rada.gov.ua\/go\/4780-20\"><\/p>\n<h3><strong>On Amendments to the Agenda of the Fifteenth Session of the Ninth Convocation of the Verkhovna Rada of Ukraine<\/strong><\/h3>\n<p><\/a><\/p>\n<p>This resolution amends the agenda of the fifteenth session of the ninth convocation of the Verkhovna Rada of Ukraine, adding two new draft laws to it. Both draft laws are draft resolutions initiated by the People&#8217;s Deputies of Ukraine. The first concerns an appeal to international organizations regarding the policy of the Russian Federation aimed at creating dangerous living conditions for Ukrainians. The second draft resolution concerns an appeal to the International Olympic Committee to support Ukrainian athlete Vladyslav Heraskevych.<\/p>\n<p>The structure of the resolution consists of two points: the first point provides for the inclusion of the list of draft laws in the agenda of the session, and the second defines the date of entry into force of the resolution \u2013 from the moment of its adoption. In this case, Kravets R.O. is recognized as not having acquired a mandate, and Otradnova O.O. is recognized as elected as a People&#8217;s Deputy.<\/p>\n<p>The structure of the resolution includes a preamble, which describes the circumstances of the case and references to legal norms, and an operative part, where the CEC makes a decision.
