I am pleased to present you with a detailed analysis of this important draft law.<\/p>\n<h5>1. Essence of the Draft Law<\/h5>\n<p>The Draft Law of Ukraine aims to harmonize national legislation in the fields of accreditation of conformity assessment bodies and technical regulation with the provisions of European Union law. This is achieved by amending the current laws of Ukraine, in particular &#8220;On Accreditation of Conformity Assessment Bodies&#8221; and &#8220;On Technical Regulations and Conformity Assessment.&#8221; The main goal is to implement the provisions of Regulation (EC) No 765\/2008 of the European Parliament and of the Council and other acts of EU legislation. The draft law also adapts Ukrainian legislation to the Agreement between Ukraine and the EU on conformity assessment and acceptance of industrial products (ACAA).<\/p>\n<h5>2. Structure and Main Provisions of the Draft Law<\/h5>\n<p>The Draft Law consists of two sections: &#8220;Amendments to Certain Laws of Ukraine&#8221; and &#8220;Final Provisions.&#8221;<\/p>\n<ul>\n<li><strong>Section I<\/strong> contains amendments to the Law of Ukraine &#8220;On Accreditation of Conformity Assessment Bodies&#8221; and the Law of Ukraine &#8220;On Technical Regulations and Conformity Assessment.&#8221;\n<ul>\n<li><strong>Amendments to the Law &#8220;On Accreditation&#8221;<\/strong> include updating terminology, expanding the scope of the law, clarifying the rights and obligations of the national accreditation body, as well as introducing provisions on cross-border accreditation and recognition of the results of accreditation carried out by EU bodies.<\/li>\n<li><strong>Amendments to the Law &#8220;On Technical Regulations&#8221;<\/strong> concern clarification of definitions, adapconformity assessment procedures to European requirements, as well as the introduction of provisions on the application of harmonized European standards and technical specifications.\n<\/li>\n<\/ul>\n<\/li>\n<li><strong>Section II<\/strong> &#8220;Final Provisions&#8221; defines the date of entry into force of the Law and contains instructions to the Cabinet of Ministers of Ukraine to bring normative legal acts into compliance with this Law.<\/li>\n<\/ul>\n<h3>Main changes compared to previous versions:<\/h3>\n<ul>\n<li><strong>Draft Law Title:<\/strong> The title of the draft law has been clarified to more accurately reflect its essence.<\/li>\n<li><strong>Preamble:<\/strong> An paragraph has been added to specify the purpose of the draft law as fulfilling Ukraine&#8217;s obligations in the field of European integration.<\/li>\n<li><strong>Article 1 of the Law &#8220;On Accreditation&#8221;:<\/strong> The second paragraph is stated in a new version, new paragraphs regarding national standards and compliance with European requirements have been added.<\/li>\n<li><strong>Cross-border Accreditation:<\/strong> Article 18 on cross-border accreditation has been added, which regulates the conditions for accreditation by the Ukrainian accreditation body on the territory of EU member states and vice versa.<\/li>\n<li><strong>Recognition of Accreditation Results:<\/strong> Article 19 on the recognition of the results of accreditation carried out by national accreditation bodies of the Member States of the European Union has been added.<\/li>\n<li><strong>Informing the European Commission:<\/strong> The central executive body is required to provide the European Commission with information about the national accreditation body of Ukraine and conformity assessment activities.<\/li>\n<li><strong>Editorial Amendments:<\/strong> Numerous editorial amendments have been made to harmonize terminology and eliminate inaccuracies.<\/li>\n<\/ul>\n<h5>3.
