It contains information on the prices of gold, silver, platinum, and palladium, expressed in hryvnias per troy ounce. These prices are used for accounting purposes and do not oblige the NBU to buy or sell these metals at the specified prices.

The structure of the notification is simple: a table with codes (numerical and alphabetical), the number of troy ounces, the name of the banking metal, and its accounting price.

Key points to consider:

* **Accounting prices:** The prices indicated in the notification are accounting prices, not market prices.
* **No obligations:** The NBU is not obliged to buy or sell banking metals at these prices.

### **On the official exchange rate of the hryvnia against foreign currencies**

This document is an official notification from the National Bank of Ukraine (NBU) on the establishment of the official exchange rate of the hryvnia against foreign currencies and SDR (Special Drawing Rights) for a specific date – December 10, 2025.

The structure of the document is simple: it is a table containing a list of foreign currencies and SDRs, their codes (numerical and alphabetical), the number of units of currency/SDR, and the official exchange rate of the hryvnia against them. It is important to note that these rates are used for reflection in accounting, for NBU transactions with the State Treasury Service of Ukraine (DKSU), and in other cases defined by law.

The most important provision of this notification is that the NBU does not undertake any obligation to buy or sell these currencies at these rates. This means that the official rate is a guideline, but the real rate on the foreign exchange market may differ.

### **Certain issues of reservation of persons liable for military service for the period of mobilization and wartime**

Certainly, here is a description of this legislative act:

This act amends Resolution No. 76 of the Cabinet of Ministers of Ukraine dated January 27, 2023, which regulates the reservation of persons liable for military service for the period of mobilization and wartime. Also, the changes provide for the possibility of reserving employees of the Ukrainian Red Cross Society and other non-governmental organizations that implement humanitarian projects.

Structurally, the act consists of two main parts: changes to the Procedure for Reserving Persons Liable for Military Service and changes to the Criteria for Determining Critically Importantx enterprises. Key provisions include:

* Supplementing the list of organizations whose employees are subject to reservation (Ukrainian Red Cross Society and other non-governmental organizations).
* Establishing a period of 45 calendar days for reserving those liable for military service from the moment of concluding an employment contract for certain categories of employees.
* Clarifying the procedure for increasing reservation limits, in particular, by the decision of the Ministry of Defense based on the proposals of the Interdepartmental Working Group.
* Requirements for the content of the decision of the Ministry of Defense on increasing reservation limits and the procedure for submitting notifications of a limit change through the Diia Portal.
* Establishing obligations for the heads of critically important enterprises to prevent exceeding the established restrictions on the number of those liable for military service who are subject to reservation.
* Regulation of the terms of transfer to special military registration and cancellation of deferrals.

The most important provisions for use are the changes relating to:

* The procedure for increasing reservation limits and the role of the Interdepartmental Working Group.
* Terms and procedure for transfer to special military registration and cancellation of deferrals, especially in the context of critically important enterprises.
* Requirements for information that must be contained in reservation decisions and the procedure for its submission through the Diia Portal.

**** Since the act introduces changes to the regulations governing mobilization issues, it is important for enterprises, institutions, and organizations that reserve employees liable for military service.

On Dismissal of V.
