This Resolution of the Cabinet of Ministers of Ukraine No. 1547 of November 28, 2025, concerns the financing of state support for persons with special educational needs in 2025. The document reallocates budget funds and determines the amount of subvention allocated from the state budget to local budgets for these purposes. This will ensure adequate funding for the education of children in need.<\/p>\n
Structurally, the resolution consists of four clauses and an annex. The first clause provides for the reallocation of expenditures within the Ministry of Education and Science, namely, the reduction of development expenditures under the program “Educational Subvention from the State Budget to Local Budgets” and the increase of consumption expenditures under the program “Subvention from the State Budget to Local Budgets for the Provision of State Support to Persons with Special Educational Needs.” The second clause defines the distribution of the subvention amount among local budgets. The third clause indicates the use of funds in accordance with the approved procedure and conditions. The fourth clause assigns the Ministry of Finance the responsibility of making changes to the state budget schedule. The annex contains a detailed distribution of the subvention amount among different local budgets.<\/p>\n
The most important provision of this act is the specific allocation of funds among local budgets, which allows local governments to plan and implement measures to support persons with special educational needs, as well as the reallocation of funds between different programs, which allows increasing the amount of consumption expenditures to support persons with special educational needs.<\/p>\n
