Analysis of the Draft Law of Ukraine<\/title> \n<\/head><\/p>\n<h4>Analysis of the Draft Law of Ukraine on Supporting Families with Children<\/h4>\nEssence of the draft law:<\/strong> This draft law aims to improve the system of state support for families with children, create favorable conditions for combining parenthood with professional activities, and introduce new types of assistance, such as “eNursery” and “school starter pack”. It also provides for changes in existing laws to align with the new provisions, in particular regarding the payment of assistance and the determination of bodies responsible for its provision. The changes are aimed at expanding social guarantees and adapting to the needs of modern families. \nStructure of the draft law:<\/strong><\/p>\n<ul>\n<li>Section I:<\/strong> Amendments to the current laws of Ukraine.\n<ul>\n<li>Law of Ukraine “On State Social Assistance to Persons with Disabilities Since Childhood and Children with Disabilities”: The changes concern the suspension of the allowance for the care of a child with a disability in cases of receiving assistance for a child “eNursery”.<\/li>\n<li>Law of Ukraine “On State Assistance to Families with Children”: The most significant block of changes, which includes:\n<ul>\n<li>Clarification of terms and definitions, adding new types of assistance (“assistance for childcare \u00abeNursery\u00bb”, “one-time financial assistance to first-graders “school starter pack””).<\/li>\n<li>Review of the types of state assistance to families with children.<\/li>\n<li>Redistribution of powers of bodies that appoint and make payments of assistance, and the procedure for submitting documents.<\/li>\n<li>Detailing the conditions and amounts of assistance in connection with pregnancy and childbirth, upon the birth of a child, as well as the procedure for providing a “baby box”.<\/li>\n<li>Introduction of new types of support \u2013 assistance for childcare “eNursery”, monthly cash payment “eKindergarten”, one-time financial assistance to first-graders “school starter pack”.<\/li>\n<\/ul>\n<\/li>\n<li>Law of Ukraine “On Compulsory State Pension Insurance”: Categories of persons subject to insurance are added, and the body responsible forpayment of contributions.\n<\/li>\n<li>Law of Ukraine “On Collection and Accounting of Unified Contribution to Compulsory State Social Insurance”: Amendments are made regarding payers of a unified contribution and the terms of its payment for persons caring for a child.<\/li>\n<li>Laws of Ukraine “On Higher Education” and “On Professional Pre-Higher Education”: Additions regarding support for persons combining study with motherhood (fatherhood) and strengthening the institution of the family.<\/li>\n<li>Law of Ukraine “On Preschool Education”: Amendments are added to ensure the safety and care of the child.<\/li>\n<\/ul>\n<\/li>\n<li>Section II:<\/strong> Final and Transitional Provisions.\n<ul>\n<li>The terms of entry into force of the law and its individual provisions are determined.<\/li>\n<li>Transitional provisions are established regarding the payment of assistance assigned before the entry into force of the law.<\/li>\n<li>Instructions are given to the Cabinet of Ministers of Ukraine to bring normative legal acts into compliance with this law.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\nKey provisions of the draft possibility of expanding the market of goods and services for children, especially domestic production, in connection with the introduction of the “schoolchild’s package”.<\/li>\n<li>Adaptation of
