Essence of the Draft Law<\/h3>\n<p>The Draft Law of Ukraine &#8220;On Appeals&#8221; defines the legal and organizational principles for the realization of the constitutional right of citizens to appeal to state authorities, local self-government bodies, and other entities defined by law. It regulates the procedure for submitting and considering appeals, as well as establishing requirements for their \u043e\u0444\u043e\u0440\u043c\u043b\u0435\u043d\u043d\u044f (formalization) and terms of consideration. An important innovation is the introduction of an electronic register of appeals. The draft also defines categories of appeals that are not subject to consideration and establishes liability for violations of legislation on appeals.<\/p>\n<h3>2. Structure and Main Provisions of the Draft Law<\/h3>\n<p>The draft law consists of several sections:<\/p>\n<ul>\n<li><strong>Section I. General Provisions:<\/strong> Defines the scope of the law, legislation on appeals, and basic terms.<\/li>\n<li><strong>Section II. Procedure for Submitting and Considering Appeals:<\/strong> Establishes the procedure for submitting appeals in oral and written form, requirements for appeals, the procedure for registration, and terms of consideration.<\/li>\n<li><strong>Section III. Petitions:<\/strong> Regulates the procedure for submitting and considering electronic petitions.<\/li>\n<li><strong>Section IV. Appealing Decisions, Actions, or Inaction of Review Entities. Monitoring, Control, and Responsibility:<\/strong> Defines the procedure for appealing decisions, actions, or inaction of entities reviewing appeals, and establishes measures of control and responsibility for violations of legislation on appeals.<\/li>\n<li><strong>Section V. Final and Transitional Provisions:<\/strong> Contains provisions on the entry into force of the law and bringing legislation into compliance with it.<\/li>\n<\/ul>\n<p><strong>Main Changes and Provisions Compared to the Version Adopted in the First Reading:<\/strong><\/p>\n<ul>\n<li><strong>Preamble:<\/strong> Clarified that the law defines the legal and organizational principles for the realization of the constitutional right to appeal.<\/li>\n<li><strong>Scope of the Law:<\/strong> The law regulates relations arising in connection with the realization of the right of everyone to appeal to the subjects defined by the Constitution of Ukraine and this Law, with an appeal and to receive a reasoned response to it.<\/li>\n<li><strong>Definitions of Terms:<\/strong> The terms &#8220;subject of appeal,&#8221; &#8220;subject of review of appeal,&#8221; and &#8220;appeal&#8221; are more clearly defined.<\/li>\n<li><strong>Procedure*   **Submission of appeals:** The requirements for submitting appeals in electronic form are detailed, including using an electronic signature and the Unified State Web Portal of Electronic Services.<br \/>\n*   **Deadlines for consideration of appeals:** Clear deadlines for consideration of appeals are established.<br \/>\n*   **Registration of appeals:** In the case of an oral appeal, if the review requires more time, the applicant is informed of the review procedure in writing.<br \/>\n*   **Language of appeals:** Appeals and responses are drawn up in the state language.<br \/>\n*   **Grounds for refusing to consider an appeal:** The list of grounds for refusing to consider an appeal has been expanded.<br \/>\n*   **Appealing decisions:** The procedure for appealing decisions, actions or omissions of subjects of consideration of appeals is clarified.<br \/>\n*   **Petitions:** The requirements for petitions and the procedure for their consideration are specified.<br \/>\n*   **Final provisions:** The terms of entry into force of the law and amendments to other legislative acts are established.<br \/>\n*   **Requirements for registration:** The need for legible handwriting or printed text in written appeals is emphasized.<\/p>\n<p>### 3. Main provisions important for stakeholders<\/p>\n<p>*   **Legislators:** The law defines clear rules and procedures for considering appeals, which should help to increase the efficiency of state authorities and local self-government bodies. The introduction of an electronic register of appeals will allow monitoring and control of the consideration of appeals, as well as analyzing the needs and problems of citizens.<br \/>\n*   **Experts:** The law requires additional analysis regarding compliance with European standards and best practices in the field of human rights protection. Special attention should be paid to the protection of personal data and ensuring the transparency of the consideration of appeals.<br \/>\n*   **Business:** The law may affect the activities of enterprises, institutions and organizations that provide public services, as it regulates the procedure for considering citizens&#8217; appeals regarding the quality of such services.<br \/>\n*   **Citizens:** The law defines their rights and obligations when applying to state authorities and local self-government bodies.
