These prices are used for internal accounting and reporting purposes only, and the NBU is not obliged to buy or sell these metals at these prices. Actual market prices may differ from accounting prices.<\/p>\n<h3>Notification of the National Bank of Ukraine (NBU) on the Established Official Exchange Rates of the Hryvnia against Foreign Currencies and SDRs<\/h3>\n<p>The NBU establishes official exchange rates of the hryvnia against foreign currencies and SDRs. These rates are used for accounting and NBU transactions with the State Treasury Service of Ukraine (DKSU), but the NBU is not obliged to buy or sell currency at these rates.<\/p>\n<h3>Resolution of the Central Election Commission (CEC) on the Early Termination of Powers of People&#8217;s Deputies<\/h3>\n<p>The CEC states the fact of early termination of powers of two people&#8217;s deputies due to personal application and death. Holding interim elections is currently impossible due to the current martial law in Ukraine.<\/p>\n<h3>Resolution on Prizes and Scholarships of the President of Ukraine for Intellectual Schoolchildren<\/h3>\n<p>The procedure for awarding and paying prizes and scholarships of the President of Ukraine for students who have achieved success in all-Ukrainian and international Olympiads has been changed. The amount of scholarships for participants of the NMT (National Multi-Subject Test) who received the highest results has been increased. The payment of the scholarship may be terminated if the scholarship recipient leaves to study abroad for a period of more than six months or if they are expelled from the institution of higher education.<\/p>\n<h3>Resolution on Academic Scholarships of the President and the Cabinet of Ministers of Ukraine<\/h3>\n<p>The range of persons who can receive an academic scholarship from the President of Ukraine has been expanded, including students in institutions of professional pre-higher education and scientific institutions. Cadets, students, and adjuncts of military educational institutions of the Ministry of Defense will receive scholarships in addition to their monetary allowance. Quotas have been determined for central executive bodies that manage educational and scientific institutions.<\/p>\n<h3>Resolution on Expanding the List of Activities Stimulated by Creating the Legal Regime of Diia City<\/h3>\n<p>Engineering using BIM technologies and activities related to the processing of audiovisual works have been added to the list of activities stimulated within the framework of the legal regime of Diia City. Companies engaged in these activities can now apply for benefits and incentives provided by the legal regime of Diia City.<\/p>\n<h3>Amendments to the Regulations on the High Qualification Commission of Notaries<\/h3>\n<p>The number of members of the commission has been reduced from 11 to 7, with new requirements for the composition of the commission and the procedure for its formation. Grounds for early termination of membership in the commission and the procedure in case of non-performance of duties by members of the commission are established.<\/p>\n<h3>Amendments to the NBU&#8217;s Currency Regulation<\/h3>\n<p>The resolution allows legal entities and individual entrepreneurs engaged in the sale of jewelry to purchase banking metals without physical delivery for the production of jewelry. It is allowed to transfer funds to fulfill debt obligations to foreign banks with high credit ratings, for loans granted with the participation of international financial organizations. Currency transactions are allowed to support the Armed Forces of Ukraine.<\/p>\n<h3>Amendments to the Procedure for State Registration within Several Administrative-Territorial Units<\/h3>\n<p>From the moment the order comes into force, state registration within several administrative-territorial units becomes possible in the Sumy and Dnipropetrovsk regions as well.<\/p>\n<h3>Regulations on Regulating Activities on Granting Consumer Loans with the Participation of Credit Intermediaries of Financial Service Providers<\/h3>\n<p>It defines the rules of operation for financial institutions that provide consumer loans through credit intermediaries and establishes requirements for credit intermediaries. Lending institutions must develop internal regulations on working with credit intermediaries and monitor their activities. An important requirement is the mandatory placement of information about credit intermediaries on the websites of lending institutions and credit intermediaries.<\/p>\n<h3>Amendments to the Regulatory Legal Acts of the NBU Regulating the Activities of Banks and Banking Groups<\/h3>\n<p>The provisions of Regulation (EU) No 575\/2013 of the European Parliament and of the Council are implemented, in particular regarding the determination of the minimum amount of credit valuation adjustment risk, and the regulation of banks&#8217; activities is being improved. Important is the implementation of requirements for calculating the minimum amount of credit valuation adjustment risk for over-the-counter derivatives transactions.<\/p>\n<h3>Expansion of the Scope of Application of Dictionaries in the State Register of Real Property Rights<\/h3>\n<p>Dictionaries that were previously used only for the State Register of Real Property Rights can now be used for other registers and systems. A new dictionary of organizational and legal forms of legal entities (OLF) has been introduced, which will contribute to a clearer identification of legal entities in various registers.<\/p>\n<h3>Amendments to the Procedure for Issuing, Suspending and Cancelling a License for Professional Activities in Organized Commodity Markets<\/h3>\n<p>Regulatory legal acts have been brought into compliance with the Law of Ukraine &#8220;On Administrative Procedure&#8221; and terminology has been clarified, in particular, the term &#8220;cancellation of the license&#8221; has been replaced with &#8220;termination of the license&#8221;. It is necessary to use the user&#8217;s electronic account to submit documents to the National Securities and Stock Market Commission (NSSMC).<\/p>\n<h3>Decision of the EU-Ukraine Association Committee in Trade Configuration on Roaming<\/h3>\n<p>Ukraine and the European Union mutually grant the internal market regime for the roaming sector in public mobile communications networks. From January 1, 2026, Ukrainian and European mobile operators will have to apply the same roaming rules and tariffs as for domestic users. This will promote the development of tourism and business.<\/p>\n<h3>Amendments to the Regulations on the Scientific Advisory and Methodological Council on Issues of Forensic Expertise<\/h3>\n<p>Attention is focused on providing recommendations on the approbation, publication, and implementation of research works in expert practice. It is clarified that the recommendations of the Scientific Advisory Council are advisory in nature for forensic expert institutions.<\/p>\n<h3>Expansion of the List of Healthcare Facilities of the Ministry of Internal Affairs of Ukraine with Medical Units of the National Guard of Ukraine<\/h3>\n<p>A separate medical battalion, medical battalion, and medical-sanitary battalion have been added to the list of healthcare facilities of the Ministry of Internal Affairs. This allows them to provide medical care to servicemen of the National Guard of Ukraine.<\/p>\n<h3>Clarification of Terminology Regarding the Reduction of the Value of Investments in Accounting<\/h3>\n<p>Amendments have been made to the National Regulation (Standard) of Accounting 12 &#8220;Financial Investments&#8221;, which clearly states that the reduction in the value of investments is carried out by the investor.<\/p>\n<h3>Amendments to the List of Positions and Conditions of Service in the State Border Guard Service of Ukraine for Determining the Amount of Pension<\/h3>\n<p>The time limit &#8220;until May 17, 2024&#8221; has been added to many items of the List, which limits the period of application of preferential conditions for certain positions. This means that for servicemen who served in certain positions after this date, the preferential calculation of length of service for pension may not apply.<\/p>\n<h3>Memorandum between the Government of Ukraine and the Swiss Federal Council regarding a grant to support Ukraine&#8217;s subscription to the EBRD capital increase<\/h3>\n<p>Switzerland provides Ukraine with a grant of EUR 6.454 million to support Ukraine&#8217;s subscription to the EBRD capital increase. The grant should be used to cover 20% of the cost of new EBRD shares subscribed to by Ukraine. The memorandum provides for the possibility of its termination in case of significant violation of the terms, in particular, if the funds are used to support persons included in the sanctions lists.<\/p>\n<h3><strong>Review of each of legal acts published today:<\/strong><\/h3>\n<h3><strong>On the accounting price of banking metals<\/strong><\/h3>\n<p>This announcement of the National Bank of Ukraine establishes the accounting prices for banking metals, such as gold, silver, platinum, and palladium, as of August 14, 2025. These prices are determined per troy ounce of each metal and are used for accounting purposes. It is important to note that the NBU is not obligated to buy or sell these metals at the indicated prices.<\/p>\n<p>The structure of the announcement is simple: it contains a table with codes (numeric and alphabetic), the quantity of troy ounces, the name of the banking metal, and its accounting price. There are no changes compared to previous versions that could be tracked without access to previous announcements.<\/p>\n<p>The most important provision is that these accounting prices are not binding for the purchase and sale of banking metals by the National Bank of Ukraine. This means that these prices are used only for internal accounting and reporting, and actual market prices may differ.<\/p>\n<h3><strong>On the official exchange rate of the hryvnia against foreign currencies<\/strong><\/h3>\n<p>This document is an official notification from the National Bank of Ukraine (NBU) regarding the established official exchange rates of the hryvnia against foreign currencies and SDRs (Special Drawing Rights) for a specific date \u2013 August 14, 2025.<\/p>\n<p>The structure of the document is simple: it is a table containing the numeric and alphabetic codes of currencies, the number of currency\/SDR units, the name of the currency\/SDR, and the official exchange rate of the hryvnia to each of them. The note indicates that these rates are used for accounting purposes, NBU transactions with the State Treasury Service of Ukraine (DKSU), and in other cases provided for by law, but the NBU is not obliged to buy or sell currency at these rates.<\/p>\n<p>The most important provision is that these rates are official and used for certain transactions defined by law.<\/p>\n<h3><strong>On Certain Issues Related to the Early Termination of Powers of People&#8217;s Deputies of Ukraine Elected in Single-Mandate \u0438\u0437\u0431\u0438\u0440\u0430\u0442\u0435\u043b\u044c\u043d\u044b\u0445 Districts No. 102 (Kirovohrad Oblast) and No. 117 (Lviv Oblast)<\/strong><\/h3>\n<p>This resolution of the Central Election Commission (CEC) concerns the early termination of powers of People&#8217;stermination of powers of two People&#8217;s Deputies of Ukraine, elected in single-mandate electoral districts No. 102 (Kirovohrad region) and No. 117 (Lviv region). The basis for this was a personal application for resignation and the death of the deputy.<\/p>\n<p>The structure of the resolution includes a descriptive part, where the CEC refers to the received documents on the early termination of the powers of deputies, the provisions of the Constitution of Ukraine and the Law of Ukraine &#8220;On Elections of People&#8217;s Deputies of Ukraine&#8221; regarding the procedure for termination of powers and appointment of interim elections. Taking into account the martial law in Ukraine, the CEC notes that holding elections is impossible. In the operative part, the CEC takes note of the fact of early termination of the powers of deputies and instructs to send a copy of the resolution to the Verkhovna Rada of Ukraine and the relevant regional military administrations, as well as to publish it on the official website of the CEC.<\/p>\n<p>The most important provision of the resolution is that, although the CEC states the fact of early termination of the powers of people&#8217;s deputies, holding interim elections is currently impossible due to the martial law in effect in Ukraine, which complies with current legislation.<\/p>\n<p><a href=\"https:\/\/zakon.rada.gov.ua\/go\/960-2025-%D0%BF\"><\/p>\n<h3><strong>On Amendments to Certain Resolutions of the Cabinet of Ministers of Ukraine Regarding Prizes and Scholarships of the President of Ukraine to Participants, Prize Winners and Winners of Intellectual Competitions Among Students of General Secondary Education<\/strong><\/h3>\n<p><\/a><\/p>\n<p>Good day! Now I will briefly tell you about the changes regarding the prizes and scholarships of the President of Ukraine for intellectual schoolchildren.<\/p>\n<p>1.  **The essence of the changes:**<br \/>\n    The resolution introduces changes to the procedure for awarding and paying prizes and scholarships of the President of Ukraine to students who have achieved success in all-Ukrainian and international Olympiads in academic subjects. The main goal is to improve the system of encouraging talented youth and stimulate them to study in Ukraine.<\/p>\n<p>2.  **Structure and main provisions:**<br \/>\n    The resolution introduces changes to several previous resolutions of the Cabinet of Ministers of Ukraine, in particular:<\/p>\n<p>*   Some clauses regarding the amount of scholarships for the winners of intellectual competitions are excluded.<br \/>\n*   The Regulations on the appointment and payment of prizes and scholarships of the President of Ukraine for participants, prize winners and winners of all-Ukrainian and international student Olympiads in academic subjects are updated.<br \/>\n*   Introducchanges are made to the Regulations on the Appointment and Payment of Scholarships of the President of Ukraine to participants of the National Multidisciplinary Test (NMT) who received the highest results, in particular, the amount of the scholarship is increased.<br \/>\n* The procedure for using funds provided in the state budget to ensure the activities of the Foundation of the President of Ukraine for Support of Education, Science and Sports is clarified.<\/p>\n<p>3. **Most important provisions:**<\/p>\n<p>* **Prizes and Scholarships:** The criteria and procedures for awarding prizes to winners of all-Ukrainian and international Olympiads, as well as scholarships for winners of all-Ukrainian, participants and prize-winners of international Olympiads studying in domestic institutions of higher education, are determined.<br \/>\n* **Amounts of payments:** Specific amounts of prizes and scholarships, as well as the conditions for their payment, are established. For example, prizes for winners of all-Ukrainian Olympiads are UAH 20,000, and for winners of international Olympiads \u2013 UAH 100,000. The amounts of monthly scholarships vary from UAH 5,000 to UAH 25,000, depending on achievements.<br \/>\n* **Foundation of the President of Ukraine:** The Foundation is responsible for the payment of prizes and scholarships in accordance with the approved lists and procedures.<br \/>\n* **Conditions for termination of payments:** The payment of a scholarship may be terminated if the scholarship holder travels abroad to study for a period of more than six months or if they are expelled from the institution of higher education.<br \/>\n* **Increase in scholarships for NMT participants:** The amount of scholarships for NMT participants who received the highest results has been increased from UAH 5,000 to UAH 10,000.<\/p>\n<p>These changes are aimed at supporting talented pupils and students, as well as encouraging them to further success in their studies and scientific activities.<\/p>\n<p><a href=\"https:\/\/zakon.rada.gov.ua\/go\/959-2025-%D0%BF\"><\/p>\n<h3><strong>Some Issues of Appointment and Payment of Academic Scholarships of the President of Ukraine to Education Seekers<\/strong><\/h3>\n<p><\/a><\/p>\n<p>This Resolution of the Cabinet of Ministers of Ukraine introduces changes to the procedure for the appointment and payment of academic scholarships of the President of Ukraine, as well as scholarships of the Cabinet of Ministers of Ukraine.<\/p>\n<p>The structure of the resolution includes changes to three previous resolutions of the Cabinet of Ministers. The main provisions concern the expansion of the circle of persons who can receive academic scholarships of the President of Ukraine, including education seekers in institutions of professional pre-higher education and scientific institutions. Also, with<br \/>\nThese changes concern the procedure for awarding scholarships and determining quotas for various departments. An important change is that cadets, students, and adjuncts of military educational institutions under the Ministry of Defense will receive scholarships in addition to their monetary allowance.<\/p>\n<p>The most important provisions for use are:<\/p>\n<p>1.  Expansion of the list of persons eligible for the academic scholarship of the President of Ukraine.<br \/>\n2.  A new procedure for the appointment and payment of scholarships, in particular for cadets, students, and adjuncts of military educational institutions.<br \/>\n3.  Determination of quotas for central executive bodies, which include educational institutions and scientific institutions under their management.<\/p>\n<p><a href=\"https:\/\/zakon.rada.gov.ua\/go\/956-2025-%D0%BF\"><\/p>\n<h3><strong>On Amendments to the List of Activities Stimulated by the Creation of the Diia City Legal Regime<\/strong><\/h3>\n<p><\/a><\/p>\n<p>Good day! Here is a brief description of the changes to the list of activities stimulated by the creation of the Diia City legal regime:<\/p>\n<p>1.  **Essence of the changes:** The resolution expands the list of activities that are stimulated within the Diia City legal regime, adding engineering using BIM technologies and the processing of audiovisual works to it.<\/p>\n<p>2.  **Structure and main provisions:** The resolution amends the list of activities approved by the Resolution of the Cabinet of Ministers of Ukraine No. 467 of April 19, 2022. The changes consist of supplementing the list with two new types of activities:<br \/>\n    *   Activities in the field of engineering with the development by the designer of project documentation using building information modeling (BIM technologies).<br \/>\n    *   Activities for the processing of audiovisual works (including post-production activities, computer graphics, animation, and special effects), production of phonograms.<\/p>\n<p>3.  **Important provisions for use:** The most important thing is that companies engaged in these activities can now apply for benefits and incentives provided by the Diia City legal regime.
