### 1. Substance of the Act
This Order of the Ministry of Internal Affairs of Ukraine introduces significant amendments to the procedure for paying financial support to military personnel of the National Guard of Ukraine. The document details the conditions for paying remuneration for parachute jumps and introduces an entirely new type of payment — remuneration for combat duty (combat service) during the protection of the state border. The purpose of the act is the financial regulation of certain matters of the service of guardsmen in accordance with the decisions of the Cabinet of Ministers of Ukraine. The Order directly affects the procedure for calculating and paying additional funds to the personnel of the National Guard.
### 2. Structure of the Act and Main Amendments
Structurally, the document consists of the text of the Order itself (which determines the procedure for entry into force and the responsible persons) and an annex containing the direct Amendments to Instruction No. 200.
Main amendments compared to the previous version:
* **In Section XV (remuneration for parachute jumps):** the conditions of payment have been clarified. It is now clearly defined that the remuneration is paid only for jumps performed according to the training plan and within the limits of the annual norms established by the Commander of the NGU. The possibility of payment for unplanned or above-limit jumps is completely excluded.
* **New Section XXXV:** The Instruction is supplemented with an entirely new section regulating the payment of remuneration for combat duty (combat service) in state border protection. Previously, there was no such separate mechanism in the Instruction.
### 3. Key Provisions Important for Practical Application
For practical application and understanding of the rights of NGU military personnel, the following provisions are key:
* **Rules for the payment of the “parachute” remuneration:** The payment is made at the place of permanent duty for the previous month concurrently with the payment of the current financial support. The sole ground for payment is the order of the unit commander, specifying the specific dates of the jumps and complicating factors.
* **Parameters of remuneration for border protection:** Military personnel, when engaged in the protection of the state border, are entitled to remuneration in the amount of **3% of the positional salary for the 13th tariff grade** (established by Resolution of the Cabinet of Ministers of Ukraine No. 704) for each duty shift. However, the total amount cannot exceed **20% of such salary per month**.
* **Legal status and payment upon discharge/transfer:** This remuneration is defined as a one-time additional type of financial support. If a military service member is transferred to another place of service, the entire amount of remuneration for combat duty must be paid in full to them upon departure (on the basis of the order on exclusion from the personnel roster).
* **Administration:** The keeping of duty records and the preparation of draft payment orders are assigned to the subunits responsible for the organization of service in the military unit.
